Louisiana holds the No. 1 spot on an unenviable list: state imprisonment rates. The state has put more people behind bars per capita than any other, but Louisiana leaders intend to change that with new, comprehensive criminal justice reform passed this summer. It was a tremendous bipartisan effort that aims to reduce crime and incarceration through innovative means backed by data.
